Why province matters more than most applicants realise

A learnership is funded and administered through a SETA (Sector Education and Training Authority) or a provincial department, and both tend to concentrate their intake where the relevant industry actually operates. This means the same qualification — say, a logistics or hospitality learnership — can have very different volumes of opportunity depending on where you are based, regardless of national demand for that skill overall.

Applicants who only search nationally-branded portals often miss opportunities advertised specifically through a provincial department's own vacancy circular or a regional SETA office, which do not always get picked up by national aggregators.

Gauteng: highest volume, highest competition

Gauteng has the largest concentration of head-office based learnerships, particularly in finance, ICT, and business administration, because most major banks, insurers, and corporate head offices are based in Johannesburg and Pretoria. The volume is real, but so is the competition — a single Gauteng-based financial services learnership can attract several thousand applications. Candidates based in Gauteng should apply early in the intake window rather than assuming volume means an easy application.

Western Cape: tourism, agriculture, and BPO

The Western Cape's learnership market is shaped heavily by tourism and hospitality, agriculture and agri-processing around the Boland and Overberg regions, and a large business process outsourcing (BPO) sector in Cape Town. BPO learnerships in particular are worth watching closely for candidates with strong English communication skills, since this sector runs continuous intake cycles rather than a single annual round.

KwaZulu-Natal: logistics and manufacturing

KZN's learnership market is anchored by the Durban port and the manufacturing corridor around Pinetown and Pietermaritzburg. Transport, logistics, and supply chain learnerships are consistently strong here, tied directly to the province's role as South Africa's primary port economy. Manufacturing-linked SETAs such as those covering the automotive component sector also run meaningful intake in this province.

Mpumalanga, Limpopo, and North West: mining and agriculture

These three provinces see the bulk of their learnership volume tied to mining, agriculture, and increasingly renewable energy projects. The Mining Qualifications Authority (MQA) and AgriSETA are more active here than in metro-dominated provinces. Applicants in these regions should specifically track the mining houses operating locally, since several run their own learnership programmes directly rather than only through the SETA system, and these are sometimes only advertised at the mine site or regional office level.

Eastern Cape, Free State, Northern Cape: smaller volume, less competition

These provinces generally see lower learnership volume in absolute terms — but also far less competition per opportunity. The Eastern Cape has a notable automotive manufacturing presence around Gqeberha and East London, worth watching through merSETA. The Free State's opportunities cluster around agriculture and public sector administration. The Northern Cape, despite its size, has the smallest population and correspondingly the smallest number of listed opportunities, but candidates who are flexible on location sometimes find this the easiest province in which to actually secure a placement, precisely because fewer people are applying.

A practical way to widen your search

Rather than only searching by learnership title, search by the SETA relevant to your field alongside your province name — for example "Services SETA Free State" or "merSETA Eastern Cape" — since many learnerships are only ever advertised through the SETA's own regional communication channels and never reach a national jobs board. It is also worth directly checking your provincial Department of Economic Development's website, since several provinces run their own supplementary learnership and internship programmes funded outside of the national SETA system entirely.
