An unsigned form is not an incomplete form — it is an invalid one
This is the single most common reason a fully, correctly completed Z83 still gets rejected. HR does not treat a missing signature as a minor oversight to be queried; the form is simply not a legally valid application without it. If you are submitting electronically, use a genuine digital signature inserted into the signature field of the PDF — not a scanned image pasted in an unrelated position, and not a typed name in place of a signature. Before every submission, open the final PDF and visually confirm the signature is present and sits correctly in the signature block.
Using a Z83 version older than January 2022
The Z83 form was revised and the older blue-bordered version was retired. Departments will not accept the old version regardless of how completely it is filled in. The safest habit is to download a fresh copy directly from the DPSA website or the specific department's own website immediately before each application, rather than reusing a saved copy from a previous application months earlier — form templates do occasionally get updated again, and reusing an old file is how outdated versions slip through unnoticed.
Reference number errors
Every PSC Circular post has a unique reference number, and HR systems — whether manual or through e-Recruitment — use this number to match your application to the correct vacancy. A reference number copied incorrectly, copied from a different post in the same circular, or left blank means your application cannot be reliably linked to the post you intended. Copy the reference number character for character, including all slashes, letters, and the year, directly from the circular rather than retyping it from memory.
Attaching documents that were not requested
Since the 2022 revision, certified copies of qualifications, ID documents, and driver's licences are not required at initial application stage — only shortlisted candidates are asked to provide these, and only then. Attaching a large bundle of certified documents anyway does not help your application and in some department's electronic submission systems can cause the email or upload to be rejected outright for exceeding file size limits. Submit only the Z83, your CV, and a cover letter if one is specifically requested by the advert.
Leaving Section B incomplete or vague
Section B asks for the exact post title, reference number, and where you saw the advertisement. Applicants sometimes leave the "where did you see this advertised" field blank, assuming it is unimportant. Departments do use this field, in aggregate, to evaluate which advertising channels are effective, and an incomplete Section B can flag your form as only partially completed during an initial compliance scan, even though the substance of your application is unaffected. Complete every field in this section, even the ones that seem administrative rather than substantive.
Submitting after the stated closing time, not just the closing date
Many applicants correctly note the closing date but miss that some departments close their inbox or portal at a specific time on that date — commonly 16:00 — rather than midnight. An application submitted at 16:05 on the correct date, by email or portal, is treated identically to one submitted a week late: not received. Where the advert does not specify a time, assume the earlier cutoff and submit at least a full day ahead rather than relying on the deadline itself.
Answering the criminal record and disciplinary questions inaccurately
These questions are verified against actual records during the vetting process for shortlisted candidates. A truthful "yes" answer, with context provided where the form allows it, does not automatically disqualify you — the relevance of the matter to the specific post is what gets assessed. An inaccurate "no" answer that is later contradicted by the vetting process is treated far more seriously than the underlying issue itself would have been, and can result in disqualification or termination even after appointment.
