Department: Department of Social Development Location: Western Cape Mobility Department, Western Cape Government Salary: R413 001 - R486 501 per annum (Level 08) Requirements: An appropriate 3-year National Diploma/B-Degree in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, Project Management, Data Analytics, Public Administration or a related field. A minimum of 3 years' experience in monitoring and evaluation, reporting, research, project management, or data verification and analysis. Competencies: Knowledge of the following: Apply M&E legislation, frameworks, guidelines, policies and directives; understand the mobility and transport sector; use information systems that support the management of performance information; manage projects and adhere strictly to deadlines; implement operational management practices; manage modern systems of governance and administration; manage public service reporting procedures, processes and systems; understand regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; manage financial processes in accordance with the Public Finance Management Act, 1999, National Treasury Regulations, Provincial Treasury Instructions and other applicable financial policies, prescripts, directives and collective agreements; support government strategic planning, with specific reference to the provincial growth and development strategy of the Western Cape; understand global, regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; understand Constitutional, legal and institutional arrangements governing the South African public sector; implement legislation, regulatory frameworks, guidelines, policies and best practices relevant to the line function; coordinate projects; develop and implement policies and operational processes; monitor and review operational performance; manage public finance, human resources and related administrative processes; manage performance management processes; understand the functioning of the Province and the activities of sister departments and related functional areas.
