Department: Department of Social Development Location: Western Cape Mobility Department, Western Cape Government Salary: R487 197 - R573 197 per annum (Level 09) Requirements: An appropriate 3-year B-Degree (equivalent or higher qualification); A minimum of 3 years relevant experience in a Supply Chain Management. Competencies: Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Knowledge and understanding of procurement and tendering processes; Knowledge and understanding of the Broad Based Black Economic Empowerment Act; Knowledge and understanding of Preferential Procurement Policy Framework Act and its associated regulations, practice notes, circulars, etc; Knowledge and understanding of Public Service Ant-corruption Strategy; Knowledge and understanding of Supply Chain Management Guide to Accounting Officers and Authorities; Knowledge and understanding of Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions, financial delegations and best practice in the Public Service; Knowledge and understanding of relevant delegation frameworks, service level agreements, supplier management, contract management, strategic sourcing, departmental policies and procedures, Government financial systems, etc; Knowledge and understanding of public sector supply chain management models and processes; Knowledge and understanding of strategic sourcing process across broad range of commodities in a Goods and Services environment; Knowledge and understanding of Mobility procurement market; Knowledge and understanding of contract management, including legal aspects in supply chain management and ability to draft heads of terms and input to SLA negotiations; Knowledge and understanding of supply chain management AOS, Delegations. Skills: Numeracy; Literacy; Computer Literacy; Language skills; Project Management; Accounting, Finance and Audit. Duties: Coordinate (synergise), review and execute the bidding process in the Department; Coordinate, review, and compile the list of prospective providers for quotations; Coordinate, review and source quotations from database according to the threshold values determined by National Treasury; Supervise, monitor, analyse and determine actions to ensure proper contract management and administration in the component; Managerial functions.
