DEPUTY DIRECTOR: ENVIRONMENTAL AND DISASTER MANAGEMENT

Department: Department of Public Works, Roads and Infrastructure Location: Head Office - Polokwane Salary: R932 292 per annum (Level 11), (to be structured according to individual needs) Requirements: Grade 12/Matric and a qualification at NQF level 6 in Environmental Management/Natural Science as recognised by SAQA. Five (5) years’ of experience in Environmental Management or Natural Science of which three (3) years must be at Assistant Director /junior management level. Duties: Ensure the development and implementation of policies, systems and procedures: Review and recommend/approve scientific projects. Facilitate the setting of scientific standards, specifications and service levels according to organizational objectives to ensure optimum operational availability. Monitor scientific efficiencies according to organizational goals. Facilitate the compilation of innovation proposals to ensure validity and adherence to organizational principles. Provide strategic leadership and direction. Align project to organizational strategies. Provide support and advice to the industry and stakeholders. Develop and maintain relationships/ collaborations. Review scientific documents. Implement, monitor and enforce compliance to Safety, Health and Environmental Management (SHE) legislation in Road Maintenance and Infrastructure Activities: Facilitate Environmental Impact Assessment and Environmental Management Plans for road maintenance activities (National Environmental Management Act). Implementation and enforcement of the Minerals Petroleum Resources Development Act (MPRDA). Identification and acquisition of good sources of construction material for re-gravelling activities (obtain mining permits and closure certificates for borrow pits and management thereof). Ensure effective waste management in road maintenance activities (NEMA: Waste Act). Ensure that occupational health and safety plans, policies, procedures and programmes are developed, implemented and improved in project sites (Occupational Health and Safety Act and Construction Regulation 2014). Conducting occupational health hazard identification, risk assessments, audits and inspections to ensure roads maintenance contractor safety requirements are satisfied.
