About this role

Department: National Treasury Location: Pretoria Salary: R1 101 468 per annum, (Incl. benefits) Requirements: A Grade 12 is required coupled with a minimum National Diploma (equivalent to NQF level 6) in Public Administration or Management or Financial Management or Accounting or Economics or Internal Audit or Risk Management. Bachelor’s degree (equivalent to NQF level 7) in any of the above disciplines is an added advantage. A minimum of 4 years’ experience, of which 2 years should be at Assistant Director level or equivalent, obtained in public finance management. Knowledge and experience in managing projects related to capacity building & training on public finance management, internal audit or risk management. Experience in the management of donor funded programmes will be an added advantage. Duties: Policy Development: Contribute towards the development and maintenance of a government wide Capacity Building Strategy for PFM, internal audit and risk management. Assist and support the development and maintenance of competency frameworks, occupational profiles and learning frameworks for PFM, internal audit and risk management. Support the consultative processes in developing strategies and frameworks among relevant stakeholders. Implementation: Contribute towards the coordination and harmonization of various PFM, internal audit and risk management related capacity building programmes. Prepare periodic narrative progress reports and financial reports in relation to capacity building programmes. Contribute towards assessing existing PFM, internal audit and risk management related capacity in the whole of Government. Participate in the analysis of PFM, internal audit and risk management related capacity assessment results and contribute towards the development of appropriate capacity building solutions. Support the development and maintenance of PFM, internal audit and risk management related qualifications and curricula. Monitor implementation of the strategies and frameworks and recommend corrective action and improvements to the national capacity building strategy and models for PFM, internal audit and risk management. Develop and maintain appropriate knowledge management systems. Stakeholder Management: Effective facilitation of Stakeholder Engagement Forums to advance CDS implementation, through NT Capacity Building Steering Committees, Donor Coordination Forums and Consultation Sessions with relevant stakeholders. Engage with other NT Divisions on capacity building initiatives to ensure streamlining and synergies between programmes. Support and participate in ongoing consultation with development partners and Government Institutions to address training needs and organisational constraints. Support and participate in meetings between DPSA, National School of Government, SETA’s, Higher Education Institutions, private sector training providers and relevant bodies in respect of PFM, internal audit and risk management training.
