About this role

Department: Department of Social Development Location: Department of Social Development, Western Cape Government Salary: R932 292 - R1 098 195 per annum (Level 11) Requirements: A 3-year qualification (National Diploma/B-Degree in Public Finance and/or Accounting or equivalent), A minimum of 3 years’ middle management experience. Competencies: Knowledge of and working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; information systems that aid; information pertaining to the line function; project management; operational management practices; procurement and tendering processes; policy development, and operational management, monitoring and review processes; modern systems of governance and administration; public service procedures, processes and systems; the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements. the functioning of the province and the activities of sister departments/related functional areas; the policies of the government of the day; Labour Relations legislation and regulations; Knowledge and understanding of performance management in general; Treasury Regulations, 2001; Financial Management (Budget Control); Financial administration (LOGIS / BAS / IPS system); Asset management ( LOGIS / contract management); Infrastructure (U-AMP inputs and out roll of accommodation); ;Health and safety management (OHS Matters);Fleet Management (Fleetman System / Recons); Operational planning processes; Minimum Information Security Standards, 1996. Duties: Oversee financial management (Budgeting and Reporting Financial Administration, Revenue Management, expenditure and Account) processes in the region; Lead Supply Chain Management (demand, acquisition, contract, 328 logistics, and disposal management), as well as the maintenance and safeguarding of regional assets; Direct the Management of Logistical Services within the region; Plan and manage the work of and account for the overall performance of the Sub directorate; People Management of the Sub directorate; Financial Management for the Sub directorate.
