South African Government Salary Levels 2026 — Complete Pay Scale Guide

South African government employees are paid according to a standardised salary scale administered by the DPSA. Every post advertised in the Public Service Circular lists a salary level (1–16) or an Occupational Specific Dispensation (OSD) amount. This guide explains what each level means, what it pays in 2026, and how to calculate your actual take-home amount.
Government salary levels 1–16 in 2026
Figures below are annual notch amounts — the starting salary at that level before progression. Employees typically progress to higher notches within a level annually, and move to the next level through promotion.

What is SMS — Senior Management Service?
Salary levels 13–16 fall within the Senior Management Service (SMS). These posts are advertised separately in the Sunday Times and on the DPSA website, not in the standard weekly circular. SMS employees are subject to different performance management requirements and financial disclosure obligations.
OSD — Occupational Specific Dispensations
Certain professional categories are paid under OSD structures rather than the standard salary levels. These are negotiated separately and apply to:
- ·Nurses (SANC-registered): Professional Nurse — from approximately R 301 000 p.a.; Chief Professional Nurse — from approximately R 524 000 p.a.
- ·Educators (SACE-registered): Post Level 1 teacher — from approximately R 256 000 p.a.; HOD — from approximately R 380 000 p.a.; Principal — from approximately R 533 000 p.a.
- ·Social Workers (SACSSP-registered): Social Worker — from approximately R 280 000 p.a.; Senior Social Worker — from approximately R 368 000 p.a.
- ·Medical Officers (HPCSA-registered): Medical Officer Grade 1 — from approximately R 890 000 p.a., depending on speciality and years of experience.
- ·Legal and Prosecution: State Law Advisor and prosecutors have separate scales set by the National Prosecuting Authority and the Office of the State Attorney.
How to calculate your take-home pay
Government employees are subject to the same PAYE (income tax) deductions as private sector employees. In addition, most public servants contribute to the Government Employees Pension Fund (GEPF) at 7.5% of pensionable salary, and many belong to a medical aid scheme (GEMS or another approved scheme).
Example: Level 8 employee (R 269 200 p.a.)
This is an estimate. Actual deductions depend on medical aid contributions, UIF (1%), and other voluntary deductions.
Annual salary progression
Government employees are assessed annually through the PMDS (Performance Management and Development System). An employee who meets expectations receives a 1-notch salary progression (approximately 1.5% increase within their level). Outstanding performance can earn a 2-notch progression. At the top notch of a level, no further progression occurs until promotion.
In addition, Cabinet periodically approves general public service salary increases. In 2024, the increase was 5.5%. In 2025 it was 4.7%. The 2026 increase was negotiated through the PSCBC (Public Service Coordinating Bargaining Council).
Benefits beyond salary
- ·GEPF pension: Government contributes 13% of your pensionable salary to GEPF on your behalf. This is a defined-benefit fund — one of the strongest in Africa.
- ·Housing allowance: Qualifying employees receive a housing subsidy of approximately R 1 500–R 2 800 per month depending on level.
- ·Medical aid subsidy: The state subsidises a portion of GEMS membership based on salary level.
- ·Leave: 22 working days annual leave (rising with service), plus sick leave of 36 days over a 3-year cycle.
- ·Job security: Government posts offer significant security of employment compared to the private sector.
