Requirements
A Senior Certificate/ National Certificate (Vocational) NQF level 4: Knowledge, Skills and Competencies Required: Thorough knowledge of all relevant Road Traffic legislation and all relevant regulations. Knowledge of the National Road Traffic Act 93 of 1966. Knowledge of Public Finance Management Act 1999, Provincial Practice Notes and Treasury Instructions. Knowledge of Public Service Act and Regulations 1999, Labour Relations Act 1995, Employment Equity Act 1998, Basic Conditions of Employment Act 1997 and Skills Development Act 1997. Knowledge of Human Resource Management and its principles, Good Governance principles, Service Delivery, Batho Pele principles and code of remuneration (CORE). Knowledge of the National Road Traffic Information System (NaTIS) and its applications. Knowledge of delegations of authority and Financial Audit procedures. Understanding of departmental vision, objectives, structures, communication channels and reporting procedures. Procedural knowledge relating to general office administration. Knowledge of reporting procedures and work environment. Labour Relations/grievance procedure knowledge. Knowledge of code of conduct. Computer literary. Financial and related matters skills. Administrative systems and procedures skills. Any relevant and applicable legislation skills. Basic accounting skills. Communication skills. Report writing skills. Problem solving, analytical and interpretive skills. Sound Human relations skills. Planning, co-ordination and organizing skills. The ideal candidate should be committed to organizational goals, comply with performance agreement, service delivery and value for money, must be an innovative thinker, teamwork oriented and able to work independently, must have an interest in development, be professional, accurate, maintain confidentiality, must be punctual, courteous and have tact. He/she must be responsible, self-motived, reliable, honest, loyal, trustworthy, diplomatic and have integrity.
Duties
Render motor vehicle registration and licensing cash office services in accordance with National Road traffic Act. Perform daily banking and financial related transactions and balancing of revenue collected in terms of PFMA and Treasury Regulations. Perform all eNatis/cashier functions relating to Taxi Recap and Verify documentation and applications received and capture transactions. Attend to general public enquiries in relation to motor vehicle registration and licensing. Provide Supply Chain clerical support service within the component.
