R1 554 696 – R1 858 821 per annum (Level 14), (all-inclusive remuneration package) (total package to be structured in accordance with the rules of the Senior Management Services). The successful candidate will be required to enter into a performance agreement within three months after assumption of duty.

Requirements

An appropriate recognised NQF Level 7 qualification in Human Resource Management, Human Resource Development, Public Administration, Public Management, Industrial Psychology or a related field. A postgraduate qualification at NQF Level 8 or higher will be an added advantage. Nyukela Certificate for entry into the Senior Management Service (SMS) and a valid driver's licence. A minimum of five (5) years' experience at the Senior Management Service (SMS) level within a Human Resource Management and Development environment. Extensive experience in the implementation of Human Resource Planning & Information Management Systems. Provide guidance in the integrated implementation of Human Resource Development services. Provide guidance in the implementation of strategic Human Resource Administration services. Manage allocated resources of the Chief Directorate in line with legislative and departmental policy directives and comply with corporate governance and planning imperatives. Proven knowledge and experience in Risk Management, Internal Control Systems, Compliance Management and the implementation of risk mitigation strategies. Sound knowledge of the Public Service Act, Public Service Regulations, Employment of Educators Act, Skills Development Act, Employment Equity Act, Labour Relations Act, PFMA, Treasury Regulations and other relevant legislation governing Human Resource Management and Development. Competencies: Demonstrable advanced strategic capability and leadership; analytical, 98 conceptual, and writing skills; strong leadership, people management and empowerment, problem solving and interpersonal skills; good programme and project management; good human resource management and other management skills. Client orientation and customer focus, Problem solving, Analytical and Good Communication. Competency in policy development. Knowledge of legislative framework and government procedures on public finance, human resources management, supply chain management and latest advances in public management theory and practice. Ability to work under pressure and willingness to work long hours.

Key Duties

  • ·Participate in the Chief Directorate's strategic planning processes and contribute to the achievement of departmental strategic objectives
  • ·Monitor and ensure compliance with relevant legislation, policies, regulations, and prescripts, including the maintenance of adequate and appropriate record- keeping systems for all activities and resources within the Chief Directorate
  • ·Assume responsibility for the efficient, economical, and effective management and control of the Chief Directorate's budget and expenditure in accordance with applicable financial management prescripts
  • ·Manage and facilitate the provision of Human Resource Management and Development services, including overseeing the implementation, monitoring, and review of human resource policies, strategies, and procedures
  • ·Provide strategic leadership, guidance, and advice on human resource management practices, including appointments, leave administration, conditions of service, and other human resource administration functions
  • ·Manage the coordination and implementation of human resource utilisation and development programmes, including employee performance management, evaluation, recognition, and reward systems
  • ·Lead and facilitate human resource planning, workforce strategies, and human resource information systems to support organisational effectiveness and service delivery
  • ·Play an active role in the development, implementation, monitoring, and review of the Departmental Human Resource Plan
  • ·Conduct research and develop innovative human resource solutions, including the introduction and implementation of systems, digital platforms, and electronic toolkits aimed at improving efficiency, effectiveness, and service delivery within the human resource management environment
  • ·Promote continuous improvement and modernisation of human resource processes through the effective use of technology and best practices in human resource management
