Requirements

A National Diploma / Diploma or bachelor’s degree in human resource management, Labour Relations, Industrial Psychology, Public Management or a related field. Labour Relation PERSAL Course will be an added advantage. A minimum of 1 to 2 years relevant experience in Labour Relations. Knowledge, Skills Training and Competencies Required: Sound knowledge of labour relations principles and practices. Knowledge of disciplinary and grievance procedures. Ability to interpret and apply legislation, policies and collective agreements. Good conflict management, negotiation and mediation skills. Strong written and verbal communication skills. Good interpersonal and counselling skills. Analytical and problem-solving abilities. Ability to conduct investigations and prepare labour-relations reports. Ability to maintain accurate and confidential employee records. Good organisational and time- management skills. Ability to work under pressure and meet deadlines. Knowledge and understanding of the Public Service legislative and regulatory framework. Knowledge of the Labour Relations Act, Basic Conditions of Employment Act, Public Service Act, Public Service Regulations, Employment Equity Act, Skills Development Act and applicable collective agreements. Knowledge of grievance and disciplinary procedures in the Public Service. Knowledge of dispute-resolution processes and the role of relevant bargaining councils. Computer literacy. DUTIES` : Providing advice and support to management and employees on labour- relations matters. Managing and providing guidance on disciplinary and grievance procedures. Conducting preliminary investigations into alleged misconduct and preparing relevant reports. Assisting management with disciplinary hearings and ensuring compliance with applicable procedures. Facilitating the resolution of workplace grievances and conflicts. Assisting with the management and resolution of labour disputes. Preparing and maintaining documentation relating to disciplinary, grievance and dispute matters. Representing or assisting the institution at relevant labour-relations structures and dispute-resolution processes. Monitoring compliance with the Labour Relations Act, Public Service regulations, collective agreements and 192 departmental policies. Providing advice on employee relations and workplace conduct. Maintaining accurate and confidential labour-relations records and statistics. Preparing monthly, quarterly and other labour-relations reports as required.
