Requirements
Grade 12 plus a recognised Advanced Diploma/Bachelor’s Degree (NQF Level 7) in Human Resources Management / Human Resource Development / Labour Relations, Public Management qualification. Minimum of 3 years’ experience as an Assistant Director in a Human Resource Management environment. PERSAL Personnel, PERSAL Establishment, PERSAL Movement Administration, PERSAL Appointments. Skills And Competencies: Knowledge and experience in recruitment and selection. A valid driver’s licence. Job related knowledge: Employment Equity Act. Public Service Regulations. Basic Conditions of Employment Act. Public Service Act. Skills Development Act. Labour Relations Act. Public Service Co-ordinating Bargaining Council (PSCBC) resolutions. Promotion of Access to Information Act (PAIA). Promotion of Administrative Justice Act (PAJA). Public Finance Management Act. Job related skills: Analytical thinking. Communication (verbal and written). Computer literacy. Report writing ability. Problem solving ability. A valid driver’s License.
Duties
Manage Implementation of Recruitment, Selection and Appointment Process. Develop and monitor implementation of Annual Recruitment Plan. Manage Implementation of Transfers, Translation and Secondments. Monitor and report on transfers of employees from other departments. Monitor and report on secondment of employees. Report on acting appointments of departmental employees. Management Development and Reviewal Recruitment Policies, Strategies & Procedures. Develop long-term strategies to address employee turnover. Present policy to stakeholders for input. Manage awareness campaigns on developed and reviewed policy and strategies. Monitor and evaluate the effectiveness and implementation of the retention strategies or techniques of the department. Manage Implementation of Pay Progression and Grade progression. Monitor Payments of Pay progression and Grade progression. Request HR status report. Managing area of responsibility. Maintain high standards by ensuring that the team section produces excellent work in terms of quality and timelines. Resolve problems of motivation and control with minimum guidance from the Director. Delegate functions to staff, based on individual potential, provide the necessary guidance and support and afford staff adequate training and development opportunities. Manage employee performance daily and ensure timely. Manage development & implementation of work plans for all subordinates.
