Requirements

A minimum of three-year tertiary qualification (NQF Level 06) / National Diploma in Property Valuations, Property Management, Real Estate, LLB, Town & Regional Planning. Appropriate experience in property industry at a Junior Management /Assistant Director equivalent level in Real Estate Management. Knowledge and understanding of PFMA, Property related Acts and other property laws and local regulations. Town planning experience or knowledge. Good financial skills, proven budgeting ability. Knowledge of building inspections and valuation methods and the real estate market and its trends. Analytical ability. Strong written and verbal communication skills and good interpersonal skills. Computer literacy. Valid driver’s licence.

Duties

Implement and maintain acquisitions and leasing; utilisation and contract and property disposals policies, procedures, frameworks, delegations and ensure compliance thereof. Coordinate the property acquisition process in line with the approved acquisition framework. Facilitate and manage the lease administration process for private and leasehold portfolios. Ensure the optimal 112 utilisation of state properties. Manage the release process of surplus land parcels to achieve Government Land Reform objectives. Ensure effective and efficient state property information management. Management of the component-: Establish and maintain appropriate internal controls and reporting systems in order to meet performance expectations; Maintenance of discipline; Management of performance and development; Establish and maintain stakeholder relations. Develop and manage the operational plan of the directorate and report on progress as required; Compile and submit all required administrative reports; Serve on transverse task teams as required; Quality control on reports submitted by other sub-directorates; Provide financial management support. Participate and co-ordinate financial inputs to the departmental Annual Financial Statements.
