Requirements

Applicants must be in possession of a Bachelor’s Degree / Advanced Diploma (NQF Level 7), in Monitoring and Evaluation / Public Administration as recognised by SAQA, and five (5) years' proven experience at middle/senior managerial level. A Postgraduate qualification (NQF Level 8) will serve as an added advantage. Proven experience in at least three (3) or more of the following functional areas: Development of Data/Information Management Systems, Research Methodology, Managerial functions, Project Management and Public Administration and Management. A valid driver’s licence. Competencies: The following key competencies and skills are required for the position: Designing Data/Information Monitoring Systems, Performance Monitoring and Evaluation. Development of Data Management Systems for Monitoring data, Artificial Intelligence applications, Government Planning Frameworks, Policy Development, Co-ordination of planning and reporting, Financial Management, Human Resource Management, Compilation of management reports. Analytical Computer Literacy, Written and Verbal, Organising and administrative planning, Formal Presentation, Interpersonal relationship, Budgeting, Problem Solving, Time Management, Conflict Management, Policy formulation, Research methodology, Facilitation and Coordination. Develop new ideas that impact on existing methods/policies/understanding.

Duties

To provide strategic direction within the NC Provincial Administration on the management and coordination of Performance Monitoring Data through integrated monitoring data management systems. To provide strategic leadership, management, governance and accountability within the Directorate. To ensure the integration of performance analysis of national and provincial Priorities through automated applications and reporting tools. To oversee the design, development and management of a modern integrated performance data management system for the province in support of evidence- based decision-making. To provide technical guidance and systems support on reporting on transversal data monitoring systems. Ensure consolidation of integrated performance analysis reports on national, provincial priorities, and sector indicators. To ensure capacity building and knowledge sharing to all stakeholders in pursuit of strengthening data management and monitoring within the province.
